Mock gunman terrifies students

Dumbest University of the year goes to... Elizabeth City State University.

What an extremely irresponsible thing to do.

"the university was testing its response to shootings of the sort that have shaken campuses around the country"

Testing the response? The predictability of a response from the shooting is about as predictable as weather. What if some student jumped off a window and died? What kind of responsibility would the University have? Negligence resulting in death that's what. What if the mock gunman was killed by some student in self defense? There are just so many things that could've gone wrong.
